5G and radiation

A new federal website on mobile communications and 5G provides answers to important questions in the areas of radiation, technology and health. It is a joint project of the Federal Offices for the Environment (FOEN), Public Health (FOPH) and Communications (OFCOM).

ComCom grants licences for those frequencies which are approved by the Federal Council for the use with mobile communications. However, the competent authorities for questions on non-ionising radiation in DETEC are the Federal Office for the Environment (FOEN) and the Federal Office of Communications (OFCOM):

- The FOEN is responsible for questions relating to radiation from mobile radio antennas and health effects. The Ordinance on Protection from Non-Ionising Radiation (OPNIR) lays down the implementing provisions. The limit values contained in the NISV are binding throughout Switzerland and for all technologies.

- OFCOM verifies whether services, equipment and applications for mobile communication are using the frequencies reserved for them, and updates the National Frequency Allocation Plan (NFAP). It publishes a map of mobile radio antennas, which is based on the data provided by operators. In addition, OFCOM monitors compliance with telecommunications law and licences. It may take supervisory measures itself in the event of infringements of the telecommunications law and may apply to ComCom for appropriate measures in the event of infringements of ComCom licences.

In addition, the Federal Office of Public Health (FOPH), which is part of the Federal Department of Home Affairs (FDHA), is responsible for providing information on the influence of non-ionising radiation from mobile devices such as smartphones, tablets, Bluetooth devices, etc. on health. For this purpose, it prepares fact sheets and gives tips on how such devices can be used with low exposure.
